In response to California’s affordable housing crisis, two bills are advancing in the Legislature that would provide public funding and a streamlined process for approval of multi-family housing developments. SB 3 (Beall) would place $3B before the voters in November 2018 to finance various existing housing programs, as well as infill infrastructure financing and affordable housing matching grant programs. SB 35 (Wiener) would streamline the process for approval of multi-family housing units if the proposed development meets certain conditions, including but not limited to, the payment of prevailing wages and the use of a skilled and trained workforce by every contractor and subcontractor.
